John Edmark is the one who designed the zoetrope 3-d printed sculptures and it’s only when filmed under the strobe light they are able to animate or when a camera with a shorter shutter speed is used. He then reveals:

Animation of these 3-D printed sculptures happens once they have been spun beneath a strobe light. The appendages’ placement is determined by a similar method to one used by nature in sunflowers and pinecones. Synchronization of the speed of rotation is done to the strobe in order for one flash to occur each time an angle of 137.5º (the golden angle) is covered by the sculpture. Whenever the spirals in any of the sculptures are done, Fibonacci numbers always result from the counts.

Within this video,  so as to freeze the sculpture that spins, a camera with shorter a shorter shutter speed (1/4000) is used.
